Personal safety decisions come down to a simple question: what level of response fits your situation? For more than 40 years, Zarc International® has built its business around answering that question — starting with The Original Pepper Spray and expanding into a full range of less lethal personal protection tools, including the Zarc® Enforcer™ X3 launcher platform and Vexor® VPS™ projectile system.
This guide walks through what less lethal protection actually means, how Zarc's product lines fit together, and how to think about which option matches your needs.
What Does "Less Lethal" Mean?
Less lethal products are designed to stop or deter a threat without being designed to kill. The term matters: these are not "non-lethal" products in the sense of being risk-free, and they are not firearms. They occupy a specific category of personal protection tools built to create distance, time, and options in a threatening situation — while carrying a fundamentally different risk profile than a firearm.
Zarc International® is ISO 9001 certified and manufactures its products in the United States, with the Cap-Stun® heritage dating back to 1982 and today's Vexor® product family building on that foundation.
Two Ways to Create Distance
Traditional handheld personal protection tools — pepper sprays, gels, and similar products — work at close range. They're compact, easy to carry every day, and require no special training to use effectively.
The Zarc® Enforcer™ X3 takes a different approach. It's a .68 caliber, CO2-powered less lethal launcher built on Zarc's APS™ (Advanced Propelled Solutions) platform, designed specifically to extend the distance at which someone can respond to a threat. Where a handheld spray requires a threat to be within arm's reach, the X3 delivers accurate direct engagement up to 60 feet, with Vexor® VPS™ (Vexor® Projectile Systems) projectiles capable of traveling up to 175 feet. Muzzle velocity exceeds 355 FPS, varying by projectile, chronograph-tested.
That extra distance translates directly into reaction time — the ability to assess a situation and respond before it closes to close range.
How the Enforcer X3 Platform Works
The X3 is a semi-automatic, CO2-powered launcher, not a firearm. It runs on a standard 12g CO2 cartridge through an On-Demand CO2 Activation System: the cartridge can be installed in advance and left in place indefinitely until punctured, so the launcher can sit ready without staying under constant pressure. One activated cartridge delivers up to 15 rounds — three full 5-round magazines.
No permit, background check, or license is required to purchase or own the Zarc® Enforcer™ X3.
The launcher is available as a standalone unit or as a complete kit. Kit configurations include the launcher, two magazines, two Vexor® CO2 cartridges, 10 training rounds, and 20 kinetic rounds, plus a carry case — enough to start training immediately out of the box. No chemical defense projectiles are included in the launcher or in any kit; those are sold separately, where permitted.
The Vexor® VPS™ Projectile Family
Every Enforcer X3 runs on the same .68 caliber projectile platform, which means one launcher covers the full range of use cases as your needs change:
- Training — inert rounds built for practice, with no chemical irritant and no kinetic impact.
- Kinetic — kinetic impact rounds, also with no chemical irritant.
- PRO — an OC+PAVA chemical defense projectile, sold separately.
- MAX — an OC+CS chemical defense projectile, sold separately.
Training and Kinetic projectiles ship to all 50 states. PRO and MAX projectiles contain chemical irritants and are subject to state and local law, so they ship only where permitted — a distinction worth checking before you buy, since regulations vary by location.
Choosing the Right Level of Protection
There's no single "correct" answer here — the right tool depends on the situation you're preparing for:
| If you want... | Consider... |
|---|---|
| Everyday carry | Pepper spray |
| Home protection | Home defense spray |
| Outdoorsman | Bear spray |
| Greater stand-off distance | Zarc® Enforcer™ X3 |
Many people build a layered approach rather than choosing just one: a compact spray for everyday carry, paired with a launcher platform at home where the added distance and magazine capacity matter more.
Getting Started Safely
Whatever you choose, familiarity matters more than the tool itself. The X3's design — a cross-bolt safety, a high-visibility front sight, and a Picatinny accessory rail for lights and laser sights — is built around training as much as use. Step-by-step instructional resources are included with every launcher, and additional accessories (extra magazines, a holster, and rail-mounted lights or lasers) are available separately to round out a complete setup.
Protection at a distance only works if you've actually practiced with the tool in hand. Building that familiarity before you ever need it is the difference between owning a product and being prepared.
